The Command Centre acts as our Regiment's headquarters, and the surrounding area right outside is used for training purposes.
Inside the Command Centre are the barracks, kitchen, the recruitment office, the prison/jail cell, the public desk, where members of the public can contact us, and also a general area where members of the Regiment can sit and relax while not on and duty.
The cell is located in the Command Centre basement. It is used to house arrested criminals, while they await trial/punishment.
A few things to note about the cell:
Firstly, obviously in game there is no door on the cell, IC'ly there is a solid steel door there. It does not have bars, its a full steel door with a small hatch in the top-middle, the hatch is far too small for anyone, even a gnome, to fit through, like this:
The door is fit with a strong and complex lock. While it is possible to pick this lock, it would take a lot of effort by a skilled lock-picker with professional tools. The keyhole is only on the outside, so the lock is impossible to be picked from the inside.
The walls of the cell have thick steel chains attached to them and come in two sets, one for arms and one for legs. The length of the chains can be adjusted, in order to pin prisoners pretty much to the wall with their arms above their head, though that would only be used in rare cases were the prisoner is violent and a danger to guards or other prisoners. Usually there will be enough slack to walk around a little and stretch limbs.
Being underground, there are no windows in the room, the only light comes from a candle chandelier which is too high to reach, it is lit with a long stick. Still, the cell is very dim.

With Azeroth and beyond being a magical world, in which a lot of people have magical abilities, from shapeshifting to controlling the elements and more, it makes sense that the cell is placed under a powerful anti-magic shield to prevent prisoners escaping. The shield simply shuts down people abilities to channel any sort of magic, be that shapeshifting, offensive spells, defensive spells, or healing done by any magical means. This applies to anyone in the cell, criminals and guards alike.
