Powers
These powers may be vested in various members of Stormwind’s Law Enforcement, and are to be employed solely for the enforcement of King’s law and protection of His subjects and lands in strict accordance to the official Regulations and never contrary to the regimental rules.
Command: the power to command the citizens and guests to vacate public or private premises, to not enter private or public premises, provide full identification*, reveal face and hair and accompany the guard to the office or detention facility.
Search: the power to search citizens or guests and public or private property.
Confiscate: the power to take possession of items belonging to an individual or organization.
Detain: the power to bring and hold a citizen or guest under arrest.
Restrain: the power to use non-lethal force against citizens and guests of the Kingdom.
Arms: the power to use lethal weapons against citizens and guests of the Kingdom.
Truth: testimony given by this individual may not be considered falsified or biased during a court-sitting.
Enforcement: the power to enforce court verdicts.
Legality: the power to give legal credence by means of signature or seal to documents signed in the presence of this individual
Interrogation: the power to conduct interrogations (of inmates) and questionings (of witnesses or suspects).
Warrant: the power to issue legal arrest, interrogation, search, confiscation and lock-down warrants, all warrants are only legal when they are signed by the individual to issue them.
Judgment: the power to make findings of fact and pass verdicts on charges of minor/common/major offenses.**
*Full identification includes full name, titles, affiliation, address, occupation, current destination (where is the citizen going) and current business (what is the citizen doing here).

Regulations
Regulations deal with application of powers by city guards, use of any power must be in strict accordance with these regulations. Members of SI:7 or other specifically designated parties may ignore commands upon display of proper papers and/or badges.
1.1 : The guard may only command full identification of individuals who are wearing a mask or head-cover, or have worn mask or head-cover in guard’s presence in the last hour, or individuals who have been near a crime-scene, or individuals entering or passing a secure* zone, or individuals who have committed a crime or have been detained.
1.2 : The guard may only deny entry to, or order to vacate a public or private area if it is a scene of crime under investigation, if entry into that area will disrupt the work of the law-enforcement present or arriving, if the area is currently in disorder (battle-zone, riots), if the area is placed under legal Lock-down, or if the (nominal) owner of the private area has requested the guards to secure his property through legal means of application, or if a guard believes that individuals currently present may pose a threat to Public Peace, or if the individual is banned from entering that area by court verdict, or has no clearance to enter it if the area is secure.
1.3 : The guard may only command an individual to follow him into the office or detention facility if the guard witnessed said individual commit or be involved in legal offences within last hour, or if there is an arrest, questioning or interrogation warrant granted by empowered parties.
1.4 : The guard must always give his first command without any explicit or implicit threat. His second command must contain explicit warning that non-compliance will result in the use of violence.
1.5 : The guard may command an individual to reveal his face or hair at any time; He may only command an individual to keep his face or hair uncovered at all times if that individual is inside a Secure Area.
2.1 : The guard may only search an individual if an individual has been arrested, or if an individual enters a secure area, or if an individual is spotted near a scene of crime, or if an individual is located inside a to-be-searched area, or if a legal search-warrant is given.
2.2 : The guard may only search an area if that area is or is near a scene of crime, if that area is or near to an area to be secured or placed under lock-down, or if a legal search-warrant is given.
3.1 : The guard may only (temporarily) confiscate property if that property is banned from the Kingdom, or belongs to a person being arrested or detained, or is considered dangerous within a secure area, or is thought to be stolen, or thought to be evidence required in an investigation.
3.2 : The guard must return all confiscated property to an individual when he leaves secure area, when he leaves detention or when the investigation no longer requires it, as long as that property is not banned from the Kingdom or stolen.
4.1: The guard may only place under arrest an individual whom he witnessed commit or be involved in a crime within last hour or for whom an arrest-warrant has been given.
4.2 : The guard must see the individual stripped of all possessions, issued prison clothing and detained securely depending on the danger posed by the individual.
4.3 : The guard may not force an inmate to confess in any way whatsoever.
4.4 : The guard must offer an inmate food, water, blankets, medical assistance, one letter a day and a chaplain of the Holy Light upon detention, and may not withhold any of these from the inmate for any reason.
4.5 : The guard must complete a Prisoner Report following detention, inmate is compelled to provide his full identification.**
4.6 : The guard is to deny entry into detention facilities to all individuals who do not possess a clearance from the officers or wardens, or are not agents of SI:7.
4.7 : The guard may not release an inmate from detention unless by a court order, or into the direct care of agents of SI:7, or by direct order of His Majesty.
5.1 : The guard may only use non-lethal force against individuals who disobeyed his commands twice and have been warned that disobedience will result in violence, or individuals currently endangering health of others or private or public property, or in self-defense against non-lethal attacks.
5.2 : The guard may not use any violence against a person who has followed the 1st or 2nd command, and who co-operates during arrest, escort and process of detention. As such cooperative individuals must be given a chance to undress and change into prison clothing, rather than being stripped.
5.3 : The guard may not use any violence against inmates unless they have broken detention.
6.1 : The guard may only use lethal force against individuals who are an enemy of the kingdom, outlawed, stated as wanted dead, or dead or alive, or individuals endangering the life of others or strategic structures, or in self-defense against lethal attacks.
7.1 : The guard must make a proper testimony of any witness to testify or any man who came to report a crime or press charges; this testimony must be signed by the witness in the presence of an individual imbued with the power of Legality, and then signed by such an empowered individual. Any citizen or guest may choose to refuse to sign a testimony.
7.2 : The guard may not command a citizen to testify, or sign a testimony or coerce him to do so in any way whatsoever; Being asked more than thrice can be reported as harassment.
7.3 : A guard must always give a signed testimony of any crimes he has witnessed while on duty.
8.1 : A guard must enforce Court Verdicts according to rules and conditions stated in the verdict, and may use their powers to that end unless the use conflicts with Regulations.

** An inmate refusing to provide full identification after 2nd command can be charged with Obstruction of Justice.
